To my knowlege the probleme is that steam is copying a big portion of the updated game to a different steam library different drive.

After the copy process is done the update is loaded and integrated to the original game data. Afterwards the copied data is deleted. For example, Conan gets an update. Steam copies like 30GB to my external ssd where i got a few little games , then the updates goes to the original data like 2 mins duration. And then the copied data is getting deleted without being edited.
